Research Abstract: Minority students, in particular, the Latina/o population, have low enrollment in graduate-level programs because they lack proper academic advising, social capital, and mentors. Research suggests that the participation of Latino/a students in graduate programs can be increased through mentoring and support services. This paper will explain how educators can increase Latino/a enrollment in graduate programs at Portland State University.

1.

Oregon Educators Benefit Board, Vice Chair (OEBB)

2021 – Present

Appointed by the Governor of Oregon to advocate for OEA Members. The Oregon Educators Benefit Board (OEBB) manages our health insurance pool, bringing together K-12 educators, ESDs, and community colleges to negotiate better healthcare benefits for us all. By pooling our members statewide, OEBB gives educators more buying power, lower costs, and stronger, more stable coverage than we could ever get alone. As Vice Chair, my job is to help lead the Board’s decision-making on policy and advocating for our members to ensure that our voices are front and center when benefit decisions are made.

Higher Education Coordinating Commission (HECC) Commissioner  

2016 – 2021

Appointed by the Oregon Governor to serve as a HECC Commissioner to develop and implement educational policies and programs and support workforce initiatives for a coordinated Oregon educational system. Collaborate with statewide stakeholders such as students, faculty, provosts, deans, K-12 educators, and the education department. HECC Programs include the Oregon Promise, financial aid, General Education Development (GED), mentorship, and student services. Participate in budget recommendations and capital projects for postsecondary education in the State of Oregon. Recommend and guide legislative policy on student wraparound services to improve student outcomes and achievement gaps. Advocate for diversity, equity, and transformation to dismantle systemic and institutionalized racism in postsecondary education, including reconciliation and healing.

Clackamas Community College  

2011 – Present

Bilingual Academic Advisor and Career Coach for veterans, GED, ESL/ELL, international students, and general student populations. My current responsibilities include: Advising students transferring to four-year universities and those seeking two-year technical degrees. Developing career assessments and reviewing college transcripts. Working closely with veterans and immigrant student cohorts due to personal experience as a veteran and immigrant. Assisting in maintaining academic standing policies and informing business and government partners, faculty, and advisors of educational offerings and policy changes. Former Department Lead of the Academic Advising team. Responsibilities included managing full-time staff, and student employees, budget oversight, and maintaining faculty relations across campus.

United States Marine Corps Supply & Logistics Combat Engineers Support Group  

2008 – 2014

Responsible for military education, safety, physical training, leadership development, and mentorship of enlisted Marines. Supported and enforced policies implemented by superiors and provided effective communication between junior Marines. Tasked with supply and logistical operations as a member of Support Group.

Portland State University Graduate Assistant Gaining Access & Networking Academic Success (GANAS) 

2010 – 2011

Co-taught a class that mentored and guided first-generation students through their first year in college. Responsible for tracking student success under the GANAS program, including academic advising and referrals to support services. Provided advice on financial aid and scholarship applications. Responsible for creating and coordinating events for the GANAS program. Lead developer of the Men of Color student group, including teaching and leading male students of color.

Jan 2010 – Dec 2010

Responsible for recruiting prospective Portland State University (PSU) students and marketing different resources and opportunities at PSU. Advised graduate and undergraduate students of the school policies, academic evaluation procedures, and student code of conduct. Responsible for preparing high school students for college who are part of a diverse population in need of academic support with the skills necessary to succeed in college.
